EPA's and Indian Ocean nations

During Commissioner Nielsen's visit to Mauritius and The Seychelles in February, in addition to signing the country support strategy documents, the principal focus of discussion was the forthcoming ACP-EU economic partnership agreement negotiations. Comment: To date Mauritius has played a prominent role within the ACP on the approach to be adopted in future ACP-EU trade negotiations, favouring the adoption of a two phased approach involving: addressing substantive issues of common concern to ACP countries at the pan-ACP/EU level (from September 2002 to 2004); followed by detailed negotiations at the regional level from 2004 onwards. This is significantly at variance with the European Commission's current approach which is seeking to limit any pan-ACP/EU discussions to a formal exchange of positions from September 2002 to February 2003.
