The CAP mid-term review is outlined

Proposals put forward as part of the mid-term review of the Common Agricultural Policy were outlined in a detailed press release from the European Commission on July 10th 2002. This briefing identified five major elements to the review of the CAP: cutting the link between production and direct aid payments; making payments conditional on compliance with environmental, food-safety, animal-welfare and occupational-safety standards; substantially increasing support for rural development, via 'modulation' of direct payments to large farms; introducing a new farm-audit system; adding new rural-development measures designed to boost quality, food safety and animal welfare, and to cover the cost of farm audits. It provides a detailed breakdown of the proposed reforms, product by product.
