The USA proposes a free-trade area with SACU
The US trade representative Robert Zoellick informed Congress on November 4th 2002 of the administration's intention to negotiate a free-trade area agreement with the Southern African Customs Union. Comment: It has long been known in Southern Africa that a free-trade area with the EU would be a signal for other OECD countries to seek similar arrangements since they cannot afford to sit passively by while EU companies secure tariff advantages which their enterprises do not enjoy. This has important implications for ACP countries undertaking EPA impact assessments. An integral part of these assessments must address the implications for relations with third countries of the conclusion of EPAs with the EU.
