EU sugar-sector reform and the WTO

MTT Agrifood Research Finland has released a comprehensive summary of how the EU Sugar regime works and the options open to the EU under forthcoming WTO obligations. It maintains that the new WTO round will put pressure on the EU to finally bite the bullet of sugar-sector reform. It looks at various scenarios under the WTO for limits on export support and their implications for the EU sugar regime. It concludes that the EU may have to look at cutting quotas and limiting production so as to avoid the build up of sugar surpluses the export of which it will not be allowed to finance under new WTO ceilings. Comment: The study provides interesting scenarios on the impact of various WTO agreements on the EU sugar sector. However, it does not explore the implications of drawing the EU sugar regime into the reformed CAP by moving over to direct aid instead of price support.
