CTA - ten years of service to ACP countries

Ten years already! The Technical Centre for Agricultural and Rural Cooperation (CTA), a child of the Second Lom\E9 Convention between the EEC and the ACP States, was established in 1984. To mark ten years of service to ACP countries, some of the Centre's most significant accomplishments have been highlighted in this commemorative publication. Through a number of concrete examples, anecdotes and quotations, this publication brings to the fore the major considerations which underpin CTA's strategy for implementing its mandate. Abundant colour illustrations complement a text which is a result of in-depth research, interviews with CTA staff and all the people with whom the Centre collaborates. This makes it possible to view CTA activities from different angles. A brief introduction retraces the historical framework, the difficulties encountered in the start-up phase and the more general constraints to the dissemination of technical and scientific information. This is followed by five chapters that address a selection of CTA activities aimed at improving access to STI in order to guarantee food security in ACP countries. These activities are viewed in the light of wider concerns of agricultural and rural development under such headings as: a holistic approach to crop protection, biotechnology and its role in development, adding value to local resources in fisheries, the environment, and socio-economic considerations in development. Three more chapters look at aspects of information dissemination including the promotion of new technologies such as the CD-ROM, training in information delivery and transfer and documentary support to ACP information centres. Specific CTA activities such as technical meetings, publishing activities, supply or reference material, selective dissemination of information, are viewed in the broader context of the issues mentioned above. Through this approach it was also possible to demonstrate how CTA activities are inter-linked and complement each other. The style is journalistic and accessible. This is not a critique of the Centre, nor is it an exercise in self-praise, but those who appreciate CTA and would like to know more about it will read this publication with pleasure.
