Whose reality counts ?

Many mistakes have been made and many myths attached to Participatory Rural Appraisal (PRA). In many developing countries, little credit was given to the ability of urban and rural people to understand, analyse and express the complex interactions involved in their own situations. Instead, 'top-down' solutions were often imposed by professionals which were at variance with the needs of the people. In Whose reality counts: putting the first last, the sequel to Rural development: putting the last first, the author argues that personal, professional and institutional change is essential if the realities of the poor are to receive greater recognition. Self-critical awareness and changes in concepts, values, methods and behaviour must be developed to explore the new high ground of participation and empowerment. The book presents a radical challenge to all concerned with development, whether practitioners, researchers or policy makers, in all organizations and disciplines, and at all levels from field workers to the heads of agencies.
