Tackling rural poverty
The extremes of rural poverty in the Third World are an outrage', says Dr Robert Chambers in his book Rural development, putting the last first. The author challenges some preconceptions dominating rural development. The central theme of the book is that rural poverty is often unseen or misconceived by outsiders who are not themselves rural or poor. Chambers, a Fellow of the Institute of Development Studies at the University of Sussex, UK, contends that researchers, scientists, administrators and fieldworkers rarely appreciate the richness and validity of rural people's knowledge, or the hidden nature of rural poverty. He argues for a new professionalism, with fundamental reversals in outsiders' learning, values and behaviour. He proposes more realistic action for tackling rural poverty. Dr Chambers has worked in Kenya, Botswana, Sri Lanka and India and has been a consultant on rural development in other countries of Africa and Asia. He is the author of Settlement schemes in tropical Africa (1969) and co-editor of Seasonal dimensions to rural poverty (1981).
