Extractos del capitulo 1 del documento de la CEPAL Reestructuración y privatización de los ferrocarriles: Resultados de un simposio, que recoge los trabajos presentados en el Simposio sobre Reestructuración y Privatización de los Ferrocarriles de América Latina, realizado en el marco de la XXVIII Asamblea General Ordinaria de la Asociación Latinoamericana de Ferrocarriles (ALAI1) (Santiago de Chile, 24 al 26 de noviembre de 1992). Ese capitulo fue elaborado por Neil E. Moyer y Louis S. Thompson, Analista de Transporte y Asesor Ferroviario del Banco Mundial, respectivamente, cuyas interpretaciones y conclusiones son de su exclusiva responsabilidad y no representan necesariamente las políticas oficiales del Banco Mundial.
