This document identifies the parameters that allow knowing and evaluating the position, practices and achievements of a utility, in everything that is related to innovation as a perspective and a way of pursuing the best fulfillment of commitments and obligations, taking into account the permanent evolution of opportunities, challenges, threats and changes in the contexts and circumstances in which an activity takes place.
