Approach Paper: Country Program Evaluation: Colombia 2015-2018
This is OVE’s fifth independent evaluation of the IDB Group’s program in Colombia. This approach paper is structured as follows: Section II provides a brief introduction to the macroeconomic, social, and institutional context surrounding implementation of the Bank’s country strategy, while Section III describes the objectives of the country strategy 2014-2018 and the IDB Group’s portfolio. Section IV introduces the approach to be taken in the evaluation, including the evaluation questions.
