IDB-9: Independent Consultation and Investigation Mechanism (ICIM)
This evaluation of the IDB's Independent Consultation and Investigation Mechanism (ICIM, more commonly known by its Spanish acronym MICI) responds to two separate mandates. First, the policy establishing MICI stipulates that "two years after the effective date of the Mechanism, the Board shall request an independent evaluation of the mechanism." The Board requested that the Office of Evaluation and Oversight (OVE) undertake that evaluation. Second, in the context of the evaluation of IDB's Ninth Capital Increase (IDB-9), OVE was asked to review the implementation of the IDB-9 mandates. One of these mandates pertains to the establishment and effective implementation of MICI, including its staffing and the phasing in of all operational policies contemplated in the approved ICIM policy. The evaluation suggests a complete overhaul of the Mechanism to make it truly effective.
