Report on: Environmental Regulation and Supervision of Infrastructure Investments

This evaluation report (RE-241) is inserted within the overall context of the Environmental Management strategy activities in progress within the Bank. The assessment of five infrastructure projects in Bolivia, Chile, and Brazil contributes directly to lessons learned from past experience, particularly as they apply to the management functions of regulating the use of the environment and implementing, monitoring and enforcing policies. Specifically, the purpose of the Evaluation Office work program is to learn lessons about the usefulness and adequacy of Bank guidelines and to examine how it oversees compliance regarding infrastructure projects. As a result, analysis and evaluation of environmental management impacts, conformity with loan contract stipulations, and effectiveness of enforcement instruments, will serve to highlight areas for strengthening country capacity to implement Bank-supported investments.
