Responding to Climate Change: A Proposed Framework for Action

For the nations of Latin America and the Caribbean to respond effectively to the Climate Change challenge, they need to be able to understand what the impacts of Climate Change may be for each country and the extent of each country's contribution to the problem before they can define and implement effective strategies to mitigate and adapt to Climate Change. This discussion paper speaks to the contribution of human activities on global warming, the contribution of the region on greenhouse gas emissions, and the potential impact of climate change on development. A framework for regional action is presented including the The United Nations Framework Convention for Climate Change (UNFCCC), The Conference of the Parties (COP) Framework and the Kyoto Protocol, and the response of the LAC region to the climate framework. These frameworks create discussions in which negotiations can take place among nations about alternative strategies for addressing Climate Change
