Teacher's Unions, Governments and Education Reforms in Latin America and the Caribbean: Conditions to Dialogue

This presentation was commissioned by the Education Network of the Regional Policy Dialogue for the 9th Hemispheric Meeting celebrated on November 8th and 9th, 2006. This presentation discusses the reform processes of teacher's unions in Latin America and the Caribbean, including the core of conflicts between unions and governments. Key elements of experiences from Chile, Jamaica, Mexico and the Dominican Republic are given. In addition, a discussion of how to improve the quality of institutional frameworks for dialogue is presented.
