Interrelationships between the local population, development agents, reserch workers and executives.

An education/training system has been defined to analyze the environmental education and training function of biosphere reserves. Its different components are reviewed, including: objectives, limits resources (human resources and means of action); restraints and delays, environment, flood of information, decision centres, and evaluation. The principal actions that must be fulfilled by the different parties within the scope of the biosphere reserves and integrated rural development are underlined, considering successively researchers, development agents (community development workers, supervisors, teachers, etc.), executives (planners, regional developers, managers, decision-makers) and the population. Among other points, the following area crucial, the importance of public (community groups) participation in the planning process, the need to adapt available scientific information in order that it should really be useful to all those involved, and the necessity to strenghten the collaboration between the various parties.
