Land treatment - a tool in river basin management
This paper describes the problems in the Tar-Neuse River basin in eastern North Carolina with special emphasis on solving water quality problems with land treatment practices (best management practices). There are several programs available for solving the pollution problem with land treatment practices; they are the small watershed (PL-566) program, the resource conservation and development (RC&D) program, the rural clean water (RCW) program, and the ongoing program (PL-46) under which the Soil Conservation Service operates. Regional authorities along river basin lines are needed to solve water problems in North Carolina. So far, the Legislature has set up a commission to study the institutional arrangements needed for water supply. Hopefully, they will expand the area of authority to solve problems as described in this paper
