Regionalization of water management in England and Wales

Adequate quantities of wholesome water and the treatment and safe disposal of waste waters without damange to the environment are essential to life in communities through-out the world. Increasing population and urban and industrial development are placing stress upon available water resources and degradin their quality. The fragementation of responsibility for water services among communities that individually are seldom able to mobilize the necessary physical, technical, and economic resources to address these problems has been a major constraint in their solution. The regionalization of water management brought about by the revolutionary Water Act 1973 in England and Wales holds promise, which has already given sings of being fulfilled, of providing efficient utilization of water resources. Ten hydrologically based regional water authorities own, and are responsible for, facilities to develop water sources; to transmit, treat, and distribute water supplies; to collect, treat, and dispose of waste waters; and to control water pollution. The authorities are also responsible for water based recreation, fisheries, and land drainage. This book traces the history of modern water management in England and Wales and describes the process by which regionalization was introduced and the trauma of its implementation. The potential of the new management scheme for adrressing five principles for sound water management is examined, and is relevance to water management problems in the United States is explored. Particular attention is given to the critical issues of water quality and the finance of water services as they are dealt with on the two sides of the Atlantic
