A strategy for empirical evaluation of river basin institutions
For many years, arguments have been advanced espousing the merits of regional institutions, i.e., institutions with basinwide jurisdictions, for planning and managing the water resources of river basins. These arguments continue to be posed despite observations that existing regional institutions have not performed up to expectations. In light of this controversy, we propose that empirical investigations be undertaken of the performance of regional and alternative institutional arrangements for river basin planning and management of water resources. Described in this paper is a strategy for comparing, in objective fashion, the performance of alternative institutional configurations for dealing with water quality problems. Though not exhaustive of the problem areas confronting river basin institutions, water quality conditions are crucial values in any assessment of institutional performance. Changes in water quality conditions attributable to institutional actions and their correspondence of institutional actions and their outcomes to the preferences of river basin constituents are the principal measures of institutional performance proposed
