State organizations for managing river basins: a Colorado river assessment
As the most regulated river basin in the United States, the Colorado River provides important lessons for unified river basin management. Plagued with scarce supply and salinity problems the seven Colorado River states have not developed a strong and centralized river basin commission. Rather the basin is managed by interstate compact, congressional apportionment, and Supreme Court decisions. Politics is the key determinant of water resources development. Economies of scale do not overpower political consideration and the benefits of basin management do not outweigh the costs of realigning the current institutional structure. A political economy of water is creating innovation, flexibility, and a capacity to learn through feedback and distributional ethics
