On assessment of a new intergovernmental organization: the Chesapeake Bay Commission

During the 1980 sessions of their respective legislatures, Virginia and Maryland agreed to establish a Chesapeake Bay Commission to improve intergovernmental management in the Chesapeake Bay. This paper discusses the need for such an organization, the evolution of the Commission itself, and critically evaluates its potential for success in improving management of the Bay's resources
