River basin management in the Yellowstone River basin, Montana

The Yellowstone River is the longest and largest undammed river in the contiguous United States. Its average annual flow of 8.8 million acre-feet is the key to southeastern Montana's economy. Yellowstone River water is high in quality and currently is used offstream for irrigation, municipal, and industrial purposes, and instream for recreation, enhancement of aquatic ecosystems, and aesthetics. The Yellowstone River basin contains enormous strippable coal reserves. Existing and proposed development of this coal has created a large demand for water. In response to this demand, Montana enacted a series of laws to protect existing water users and to control the future development of the basin's water and coal resources. These laws constitute a defacto plan for basinwide water mangement and energy development
