In Nicaragua there have been laws regulating forestry activities since 1905, but their effect has been almost nil, since enforcement has not been sought with the same zeal as promulgation. Twelve clauses in the emergency statute on rational utilization of forestry resources are discussed in the light of the spirit of the law and their actual practical application
