Strategies for increasing the competitiveness of agricuture in a developing country within a mega trading bloc: the case of Mexico in NAFTA
The transition from a protected agricultural sector and with high participation of the state to a model decentralised and open to international market forces is a challenge of enormous proportions. This process requires considerable communication and interaction between the authorities of the public sector and the organizations of the private sector and the application of strategies to enhance the competitiveness of the sector. Over the past four years, Mexico has been implementing a program of modernization of the agricultural sector designed to improve competitiveness in the context of the NAFTA Agreement. This program consists of reorganization of the financial institucions which service the agricultural sector, modernization of the laws and regulations, natinalization of the system of agricultural subsidies and their replacement by direct payments, promotion of the incorporation of agricultural technology in production and development of a modern system of agricultural marketing. These strategies must not only be based in a legal and operational framework which facilitates international trade but must at the same time protect the vulnerable groups of the rural sector and be sustainable in the medium to long term. The gradual opening negotiated in the NAFTA provides a time frame for the adjustments which will be necessary for this transformation of the Mexican Agricultural Sector. The steps taken so far have established a foundation for further progress. The achievements of the objectives will depend eventually on the ability of the country to effectively combine the new role of the public sector as promotor of a enviroment suitable for economic growth and the private sector to take advantages of the opportunities created in the new environment
