Returns to research: a comparative survey of national and international programs (with special reference to the PROCISUR Program)
This report contains the following parts: I. An Overview and Summary, II. The International Study, and III. The National Studies. Summary: The calculation of economic benefits from PROCISUR investments showed that a one dollar investment generated a benefit stream that after approximately ten years rose to the levels of 33, 11 and 29 dollars per year for maize, wheat and soybeans respectively. This implies an internal rate of return of roughly 191 percent, 110 percent and 179 percent to investments in these programs. Thus the international study reached the strong conclusion that the PROCISUR program was effective. It had a large impact via enhancement of international research spill-in from national research programs
