TAC review of priorities; a critical analysis with emphasis on the potato

The paper TAC Review of Priorities for the CGIAR System is critically examined. Serious errors in data as well as weaknesses in assumptions and procedures are documented. New sources of data, such as the International Potato Reference Files (IPRF), are discussed and used to illustrate how the priority studies have grossly underestimated the present extent of the potato's adaptability and importance. Recommendations for considering new studies are discussed: 1) priorities must be established by interdisciplinary panels; 2) nutritional indicators developed by economists need special attention by nutritionists; 3) uniform terminology must be adopted; and 4) data from national programs and international centers should be used
