Monitoring and evaluation in extension agencies
Based on experience gained in Bank-financed projects in a number of African countries, this report provides guidelines for managers of extension agencies on establishing, implementing, and running an efficient monitoring system. The first chapters of the report review the objectives and organization of monitoring and evaluation system, while the remaining sections deal with data collection, analysis, reporting, and use. The authors discuss the design of simple surveys and studies for agents to use to provide feedback to their managers. They emphasize adoption rates, rather than the usual production and yield indicators, as a measure of success. They base their discussion on the training and visit method of extension, under which agents provide farmers with timely and relevant technical advice rather than becoming involved in the distribution and management of inputs and credits. The guidelines are particularly adapted to Sub-Saharan Africa, but can be used by managers of any extension agency
