This document discusses the criteria for allocating research activities to a given institution. It will begin by showing the diversity of agricultural research activities, hence the multiplicity of possible approaches. It will go on the show that there are a great number of institutions capable of implementing research projects, and then look at a few criteria that can be used to determine the type of institution best qualified to carry out a given research project, as well as attempting to judge what role public research might play.
