Payments for environmental services: a new slogan for old incentives or a new economic concept?

With the latest Forest Law, Costa Rica introduced the term 'Payments for Environmental Services' as a substitute for 'incentives'. The article briefly presents the history of, reasons for and scope of this change, and the procedures in the special case of carbon sequestration. It then discusses the economic implications of the change on the micro- and macroeconomic levels, showing that there is indeed more to it than a simple change of name. The last section deals with some aspects of formerly free goods entering the market, showing that the case of clean air is only one in a series.
