Project “Stimulating the Demand and Supply of Sustainable Products through Sustainable Public Procurement and Ecolabelling” (SPPEL): Assessment Report Sustainable Public Procurement Status in Vietnam
This Status Assessment report aims at drawing the overall portrait of the current public procurement status in Vietnam with a view to understand the actions needed and gaps to be filled to ensure the successful implementation of sustainable public procurement (SPP). The information gathered will also serve as a baseline to track progress of SPP over time. Conducting an assessment of the national public procurement system is a step included in the “UNEP Approach to SPP”. The latter Approach is a methodology applied at country- level, conceived as a series of steps that are recommended to governments willing to design and implement a national SPP Action Plan. The first phase of the UNEP methodology focuses on preliminary studies and exercises (status assessment of public procurement; legal review of the public procurement system; prioritisation of sustainable products and services to be introduced in the public procurement system; market study assessing the responsiveness of the market to SPP tenders) and ends with the development and adoption of a National SPP Action Plan.
