Paraguay's export to MERCOSUR: Sub heading threatened by de UE-MERCOSUR trade agreement
The impact of the EU-MERCOSUR Regional Association Agreement, which has been under negotiation since 2000, has been widely studied with an emphasis on Brazil and Argentina, before Paraguay and Uruguay. Models that provide aggregate results and not products as negotiated have been used. Taking these into consideration the research focused on Paraguay with the objective of identifying products exported by this country to MERCOSUR, which could be substituted by similar ones from the EU, once the Agreement is implemented. The identification was made at the level of sub headings of the Harmonized Commodity Description and Coding Systems (HS) usingtrade indicators.The data used was the trade average from 2010-2012, the most updated at the time the study started.Trade data were from the World Bank database known as WITS (World Integrated Trade Solutions), and MERCOSUR´s tariff data from the Common External Tariff website. The most threatened sub headings of being replaced or displaced from MERCOSUR had a low weight in Paraguayan exports. However, for several products, MERCOSUR was the only or the most important market. The disaggregation by categories facilitated identifying the threatened products and quantifying the importance of the regional market for them. Most products with substitution threats were manufactures. These results lead to the conclusion that the Agreement will negatively affect mainly the manufacturing industry in Paraguay.

El impacto del Acuerdo de Asociación Regional UE-MERCOSUR, en negociación desde el 2000, ha sido ampliamente estudiado pero con énfasis en Brasil y Argentina, antes que Paraguay y Uruguay. Se han utilizado preferentemente modelos que brindan resultados agregados y no por productos tal como son negociados. Ante estos, la investigación se focalizó en Paraguay con el objetivo de identificar productos exportados por este país al MERCOSUR, que podrían ser sustituidos por similares provenientes de la UE, con la implementación del Acuerdo. La identificación se realizó a nivel de sub-partidas del Sistema Armonizado de Designación y Codificación de Mercaderías (SA)mediante el uso de indicadores de comercio. Los datos utilizados correspondieron a la media del comercio del periodo 2010 al 2012, que fueron los más actualizados al momento de iniciar el estudio. Los datos de comercio fueron extraídos de la base de datos del Banco Mundial conocida como WITS (WorldIntegratedTradeSolutions), y los datos del Arancel Externo Común (AEC) del MERCOSUR del de su portal en internet. Las subpartidas más amenazadas de ser sustituidas o desplazadas del MERCOSUR tuvieron un bajo peso en las exportaciones paraguayas. Sin embargo, para varios productos, el MERCOSUR fue sino el único el más importante mercado. La desagregación por categorías facilitó identificar los productos amenazados y cuantificar la importancia del mercado regional para los mismos. La mayoría de los productos con amenazas de sustitución fueron manufacturas. Modelos que fornecem resultados agregados foram utilizados preferencialmente e não por produtos à medida que são negociados. Diante disso, a investigação se concentrou no Paraguai com o objetivo de identificar produtos exportados por este país para o MERCOSUL, que poderiam ser substituídos por similares da UE, com a implementação do Acordo. A identificação foi realizada no subnível do Sistema Harmonizado de Designação e Codificação de Mercadorias (SA), usando indicadores comerciais. Os dados utilizados corresponderam à média das trocas comerciais no período de 2010 a 2012, as mais atualizadas no momento do início do estudo. Os dados comerciais foram extraídos do banco de dados do Banco Mundial conhecido como WITS (WorldIntegratedTradeSolutions) e dos dados da Tarifa Externa Comum (CET) do MERCOSUL em seu site. Os subtítulos mais ameaçados de serem substituídos ou deslocados do MERCOSUL tiveram um baixo peso nas exportações paraguaias. No entanto, para vários produtos, o MERCOSUL era apenas o mercado mais importante. A desagregação por categorias facilitou a identificação dos produtos ameaçados e a quantificação da importância do mercado regional para eles. A maioria dos produtos com ameaças de substituição eram de fabricação. Esses resultados levam à conclusão de que o acordo afetará negativamente principalmente a indústria de transformação no Paraguai.
