Algunas reflexiones sobre una diplomacia multilateral contemporánea

Modern diplomacy must be adapted to the new challenges of contemporary society and be understood as a “diplomacy of solidarity”, for which cooperation is essential. In this paper, the legal nature of cooperation is analyzed and it is linked to the notion of development. It is intended to advance some central ideas that make it possible to define a more effective diplomatic path, which must start from a renewed concept and revitalize, in this sense, the fundamental purposes of the United Nations Charter. For this reason, actions related to cooperation are proposed within the framework of this organization - such as the Chilean initiative to study the distribution of the benefits of space activity - and, following this, the relevant issues for modern diplomatic action are explained. And it is that in Third World countries it is essential to emphasize the specialized multilateral path and act in concert.

La diplomacia moderna debe adecuarse a los nuevos desafíos de la sociedad contemporánea y entenderse como una "diplomacia de la solidaridad", para lo cual la cooperación es fundamental. En el presente trabajo se analiza la naturaleza jurídica de la cooperación y se vincula con la noción de desarrollo. Se pretende avanzar en algunas ideas centrales que hagan posible definir un camino diplomático más eficaz, que debe partir de un concepto renovado y revitalizar, en este sentido, los propósitos fundamentales de la Carta de Naciones Unidas. Por esto se proponen acciones relativas a la cooperación en el marco de esta organización –como la iniciativa chilena para estudiar el reparto de los beneficios de la actividad espacial– y, siguiendo esto, se explican las cuestiones relevantes para una acción diplomática moderna. Y es que en los países del Tercer Mundo es fundamental enfatizar la vía multilateral especializada y actuar en forma concertada. Universidad de Chile.
