Consideration is also given to sending a civilian mission to Haiti and whether or not a peacekeeping force should accompany that mission is still not clear. Reports out of Haiti today indicate that newly sworn-in interim president Joseph Nerette is yet to appoint a prime minister. Opposition parties contesting Guyana's upcoming elections say they have uncovered more problems with the voter's list. This is the most recent in a series of charges that the list is seriously flawed. Sharief Khan reports from Guyana on the enormity of the task facing elections supervisor, Rudy Collins (05:28-07:17) 4. The fourth Congress of the Cuban Communist Party opened in Santiago de Cuba today in the east of the island. The Congress is expected to undertake wide-ranging reviews of the country's political and economic system, and many observers believe that reformists in the party will press for changes. On the eve of the Conference, six dissidents were arrested for holding a demonstration in favor of democratic change and the Congress itself is being held in absolute secrecy.
