Michael Manley, outgoing Caricom Chairman, asserts that the Caribbean’s efforts of integration are not different from other countries around the world. Leonard Archer, a member of the West Indian Commission, states that the lack of political will amongst Caribbean countries is evident in the fact finding mission of the Commission. Eugenia Charles, Prime Minister of Dominica, reiterates that political will amongst Caribbean leaders is sorely lacking. John Compton, Prime Minister of St. Lucia, indicates that the failure of St. Lucia to implement the Common External Tariff is due the lack of support for its country’s coconut oil and tourism industries. Henry Ford, leader of the opposition in Barbados, notes that Caribbean parliaments have failed to fully serve the interest of the people. Bowen Wells, British Conservative PM, agrees with the views of Henry Ford and further identifies the Caribbean countries that have hindered the principles of parliamentary democracy. Dr. Anthony Gonzales, Senior Lecturer in International Relations at the University of the West Indies, St. Augustine, examines the serious decline in intra-regional trade in the Caribbean and the unrealistic aim of Caricom to form a single market by 1993. David Jessop, Executive Director of the West India Committee, notes that Caricom as a body is not effective. Pat Thompson, Exective Director of the Caribbean Association of Industry and Commerce, highlights the Georgetown location of the Caricom Secretariat as a major stumbling block of Caricom. Michael Manley states that the location of Caricom is not responsible for its inefficiency (00:27-11:11) 3.
