Recommendations to the Ministry of Education, Institute of Education, and other responsible bodies are given. Part 2 of the report concerns untrained and unqualified teachers in primary school classrooms throughout the country. The In-service Teacher Education Programme aims to reduce the percentage of these teachers in the teaching force from 60 per cent to 30 per cent over a five-year period. This programme by the Institute of Education at the University of Sierra Leone involves five-day non-residential district level courses, fifty-six of which have been held since 1977. Each course has catered for about 100 teachers. Suggestions are made for programme content, recruitment of participants, securing of tutors, teacher motivation, evaluation, supervision and for a new series of courses.
