Recommendations are addressed to the Ministry of Education and the National Council of Teacher Education. Part 2 of the report concerns activities of the in-service project pursued during 1973-81. The author describes the in-service team's commitments, organization of teachers' workshops, in-service courses, counselling services, curriculum development, school visits, and the establishment of teachers' centres. Teaching techniques and evaluation methods, teachers' motivation, and the project's financial needs are discussed, and conclusions and recommendations are addressed to the Ministry of Education and other responsible bodies.
