Formalizing Rural Land Rights in West Africa

This paper presents early evidence from the first large-scale randomized-controlled trial of a land formalization program. The study examines the links between land demarcation and investment in rural Benin in light of a model of agricultural production under insecure tenure. The demarcation process involved communities in the mapping and attribution of land rights; cornerstones marked parcel boundaries and offered lasting landmarks. Consistent with the model, improved tenure security under demarcation induces a shift toward long-term investment on treated parcels. This investment does not yet coincide with gains in agricultural productivity. The analysis also identifies significant gender-specific effects. Female-managed landholdings in treated villages are more likely to be left fallow—an important soil fertility investment. Women further respond to an exogenous tenure security change by moving production away from relatively secure, demarcated land and toward less secure land outside the village to guard those parcels.

Ce rapport présente les résultats de la première étude d’un programme de formalisation des titres fonciers basé sur un cadre d’expérience aléatoire. Dans un contexte marqué par la prégnance des droits locaux informels dits coutumiers, le rapport examine les effets de la démarcation des terres sur les investissements. Le processus de démarcation au Bénin recense l’ensemble des droits fonciers et des parcelles agricoles, puis procède à la démarcation de ces dernières au moyen de bornes, produisant ainsi une carte d’occupation des terres à l’échelle locale. Le rapport présente un argumentaire théorique qui décrit les conditions nécessaires pour que la reconnaissance des droits fonciers coutumiers entraine une augmentation des investissements agricoles. Pour évaluer l’impact du processus de démarcation sur les investissements, l’étude compare les décisions d’investissement des ménages vivant dans les villages traités -- sélectionnés de façon aléatoire pour un l’enregistrements des parcelles agricoles – aux décisions des ménages dans les villages contrôles après les activités de démarcation et avant la délivrance des certificats fonciers. Les résultats montrent que les activités de démarcations entraînent une réallocation des investissements au profit de cultures de longue durée sur des parcelles. L’analyse fait également ressortir des disparités significatives entre hommes et femmes. Les exploitations gérées par des femmes dans les villages du groupe d’intervention ont une probabilité accrue d’être mises en jachère – ce qui représente un investissement important pour la fertilité des sols.
