El arte de gobernar al sistema educativo : discursos de Estado y nuevas interpelaciones

El buen gobierno ha sido y es una Preocupación de los estados y las instituciones desde el momento mismo que el hombre pasó de ser un animal viviente a un homo económico y político. Esta tesis se interroga acerca del arte de gobernar al sistema educativo bonaerense en el período comprendido entre 1990 y 2006. El objetivo general es analizar cómo se estructura y reestructura el campo discursivo y simbólico; qué viejas y nuevas estrategias de poder despliega; qué alianzas, acuerdos e intercambios se producen; y el modo de interpelación a los diferentes niveles de estado –nacional, provincial y municipal-, a individuos, organizaciones gubernamentales y de la sociedad civil. Para ello se focaliza la investigación en aquellas modificaciones que se proponen para el “mejoramiento de la eficiencia” de las instancias de conducción del sistema educativo – la Dirección General de Cultura y Educación, el Consejo General y los consejos escolares distritales - prescritas en la legislación básica y derivada. Las mismas instituyen normas, jerarquías, procedimientos y técnicas de poder, intelectuales y del yo que van conformando el corpus legal y simbólico de un discurso de orden. Estas reformas se amalgaman con componentes de racionalidades políticas históricas. Como así también con aquellos que van emergiendo para el gobierno de múltiples pobrezas, las cuales se constituyen en sujeto y objeto de intervención política específica. Ever since man turned out to be homo economicus and politicus the “good government” has been one of the worries of states and institutions. This thesis looks at on the art of government of the Buenos Aires’ educational system during the 1990-2006. The general aim is to analyze how the discursive and symbolic field is structured and restructured; what sort of old and new strategies are used; what kind of alliances, agreements and exchanges are produced; and finally how the different levels of the state- national, provincial and local- call into question individuals, governmental organizations as well as civil society. In order to achieve this aim, the research focuses on the changes that are directly oriented to the “improvement of efficiency” of different management levels of the educational system which are prescribed in the legislation. These changes make up a legal and symbolic discourse of order: rules, hierarchies, procedures and techniques of power, knowledge and self. These reforms are intertwined with the elements of historical political rationalities as well as those that are born to govern the multiple poverties that turned out to be the object and subject of particular political intervention.
