The olive oil sector within the EU : situation and role of the Community.

The EU is the world's largest olive oil producing region, with 70% of total olive area, concentrated in Spain, Italy, Greece, Portugal and France. An estimated 2.09 million producers harvest from 460 million productive trees; small producers produceover half of the output. The five aforementioned countries produced an average of 1.35 Mt annually from 1990-95. Consumption of olive oil is also concentrated in Europe: two thirds of world production is consumed in the producing countries of the EU. Theimport and export positions are outlined. The common market organization for olive oil is discussed, presenting the calculation of institutional prices and the market instruments applicable in the sector which distinguishes a small producers regime and anormal regime. Two options presented to the Commission to replace the current CMO are outlined: the Commission would prefer to abolish the current dual system and replace it with a subsidy per tree, based on historic production levels in each production zone.
