船旗国表现自愿准则
《船旗国表现自愿准则》通过有效实施船旗国责任来预防、制止和消除非法、不报告、 不管制捕鱼。《准则》范围广泛，包括以下内容：目的和原则，适用范围，表现评价标 准，船旗国与沿海国之间的合作，进行评价的程序，鼓励船旗国遵规及制止违规，为能 力发展与发展中国家开展合作及对发展中国家予以援助，粮农组织的作用。《准则》将 为加强船旗国履行其有关渔船挂旗和控制方面的国际职责和义务提供一个重要工具。
