Managing fishing capacity: a review of policy and technical issues

This Fisheries Technical Paper provides a background to the need for managing fishing capacity and a review of the technical and policy issues that arise in doing so. It is addressed primarily to decision-makers within fisheries management authorities and other interest groups, including fisher's organizations and concerned nongovernmental organizations. The document is presented in two parts. Part 1 presents a summary of recommendations. Part 2 reviews policy and technical issues. The recommendations are organized into: general considerations, assessment of fishing capacity; policy framework, management options, monitoring and research, small scale fisheries and industry participation. In Part 2 the authors examine the guiding principles provided by the Code of Conduct for Responsible Fisheries on the management of fishing capacity and the major provisions of the International Plan of Action for the Management of Fishing Capacity (IPOA-Capacity). After defining major concepts, the report examines the origin, consequences and dynamics of excessive development in fishing capacity. The problems associated with free and open access are discussed, together with the issues that arise when attempting to manage fisheries under such regimes. Policy implications and constraints are outlined. Subsequently possible management actions are reviewed. These include measures such as economic incentives and disincentives, individual quotas, limited entry, and co-management. Approaches to the reduction of fishing capacity are also discussed. The likely effect and constraints associated with these measures are examined. Finally, the report reviews selected administrative and institutional requirements and issues that arise in specific fisheries, such as high seas and small-scale fisheries.
