Crédito Pronaf na região do Tietê

The National Family Farming Strengthening Program (Pronaf) has advanced in terms of increasing the access of family farmers to rural credit and allows regional development and permanency of workers in fields. Despite this, the Pronaf had, by successive years, a value funded below the value announced by the Central Bank of Brazil. For this reason, the present study aims to analyze the difficulties of achieving the expected result by point of view of bank branches. From interviews with officials of the Bank of Brazil had done a case study for the region of Tietê, SP. It concluded that there is a long way between the Government’s planning and execution of PRONAF. The main results confirm the quotes of literature: sluggishness, bureaucracy, inability to meet demand, from creditor side, and difficulty in presenting personal guarantees, from borrower’s side. The survey identified new causes for the problem, such as insufficient credit limit, by the borrower, and restrictions in relation to what is allowed to be financed.

O Programa Nacional de Fortalecimento da Agricultura Familiar (Pronaf) avançou na ampliação do acesso dos agricultores familiares ao crédito rural e permitiu o desenvolvimento regional e a manutenção dos trabalhadores no campo. Apesar disso, por sucessivos anos o valor financiado pelo Pronaf ficou abaixo do anunciado pelo Banco Central. Este trabalho, por meio de entrevistas com funcionários do Banco do Brasil da região do Tietê, analisou, do ponto de vista das agências bancárias, as dificuldades para se atingir o resultado esperado. Ficaram evidentes as contradições entre o planejamento governamental e a execução do programa, além de se evidenciarem citações da literatura: lentidão, burocracia, incapacidade do credor de atender à demanda; e dificuldades do produtor para apresentar garantias pessoais. A pesquisa identificou outras causas do problema, como insuficiência de limite de crédito e restrições em relação ao que é permitido financiar.
