Do small farmers also enrich? Stumbling blocks and stumbles

The work shows the success possibilities for small famers (by the volume of production) and emphasizes that market imperfections are the main restrictions they face. The Semiarid in the Northeast region and the South region are the two polar cases showing evidences of market imperfections. Except in recent times, the Federal Government has established public policies for the Semiarid in a top-down style with very little participation of farmers, their leadership, farmer associations and State Government authorities. On the other hand in the South Region, the participation of the local leadership, famer associations, and State level authorities was very strong in the conception, elaboration and implementation of specific policies for agriculture and the general ones. The two regions obtained very good results. The no irrigated areas of the Semiarid depends heavily on income transfer policies to survive. The population mobility is much higher in the South region as the rural exodus data indicate. In both regions land productivity of famers with land areas greater than one hundred hectares are much smaller than that of the complementary class.
