The Programme for the Development and Periodic Review of Environmental Law For the First Decade of the Twenty-First Century: Decision 21/23 of the Governing Council of 9 February 2001
The following programme areas, together with the respective objectives, strategies and actions, are proposed as a non-exhaustive list of elements for the Programme. UNEP, in accordance with its catalytic role, will take action in these areas in coordination with States, conferences of the parties and secretariats of multilateral environmental agreements, other international organizations, non-State actors and persons.
