Multilateral Environmental Agreement: Negotiators Handbook - Second Edition :2007
In the Millennium Report, the Secretary-General of the United Nations highlighted that the support for the rule of law would be enhanced if countries signed and ratified international treaties and conventions but that many countries are unable to engage effectively owing to the lack of the necessary expertise and resources. This handbook is intended to respond to the need identified by the Secretary- General.
