La política exterior norteamericana y América Latina

What will become of Latin America with the arrival of James Carter to the presidency? What will be the main problems that will address and how will the solutions they come up with affect the region? Although it might be thought that the future Latin American policy of the United States depends exclusively on the idiosyncrasy of the North American president, the truth is that whatever the personality of Carter, the most important substantive decisions cannot be broken down from the context that surrounds them. In this context, the world economic and political situation and the particular relevance or irrelevance that Latin American issues may have there stand out. Carter will need to adjust to that situation in order to combine the interests of his own country. These will impact with equal force.

Si bien podría pensarse que la futura política latinoamericana de Estados Unidos depende exclusivamente de la idiosincrasia del presidente norteamericano, lo cierto es que cualquiera que fuere la personalidad del nuevo mandatario, las decisiones sustantivas más importantes no pueden desglosarse del contexto que las rodea. En ese contexto se destaca la situación económica y política mundial y la particular relevancia o irrelevancia que allí pueden tener las cuestiones latinoamericanas.
