La tarea política y teórica del planificador en América Latina

There is dissatisfaction with the planning and development efforts made since the beginning of this decade and uncertainty about the future is growing. It seems opportune, therefore, for planners to examine the profound crisis that this region is experiencing in both development and planning practice and theory. Among the range of factors that affect the effectiveness and guidelines of planning, we will refer to the two most timely and fundamental. First, the role that the planner should play in his social and political environment. And secondly, to the interpretation of the development process in Latin America, the basis of our plans and development policy.
