This article questions how far Trinidad and Tobago has moved towards achieving some of the goals enunicated in the "World Declaration on Higher Education." With reference to developments in countries such as Australia, New Zealand, Ireland, Hong Kong, and Taiwan, it identifies what will be required of stakeholders in the education system to achieve quality development in the sector
