Food: Mandatory EU Public Procurement Criteria for Food after the Farm to Fork Strategy
Up until 2019, the European Commission consistently underlined the value of Green Public Procurement (GPP) of food and catering services as a voluntary instrument, that is, ‘meaning that Member States and public authorities can determine the extent to which they implement it’. This vision has seen a drastic turn under the Green Deal and the connected policy actions, in which the Commission emphasises the opportunities of mandatory criteria.
