One chapter questions the link between education and development as one term concerns human growth, whereas the other one corresponds to an institutional process. Another chapter examines the different meanings attributed to development education. The third article points to the shortcomings in various sectors in the UK and advocates the need for an international awareness. The author dwells on the various development education efforts in the country and examines what lessons could be learned from other countries. An account is given of the institutionalization of research in Chile's universities from 1953-1967. In the light of increasingly severe resource constraints in the Third World, and policy decisions of bilateral aid agencies, the next chapter focuses on this set of concerns about the future of development assistance in the field of education. These concerns derive from some of the more sceptical assessments of the future of official development assistance in general, but are exacerbated by what at least some observers see as a more specific scepticism about education and its role in development. The paper attempts to develop a first inventory of the kinds of problems which seem to have emerged in some parts of the development assistance community and to develop from this inventory a more explicit set of questions which require further clarification. In the opinion of one author, international awareness means a restructuring of the knowledge, attitudes and skills of all the membres of the Family of Man in a new pattern of human and national relationships. Such a concept is missing in most curricula. The vocationalization of education which has to take place in many developing countries is carried out through diversification of the formal system, the introduction of parallel vocationalized systems and a core curriculum as well as nonformal systems. However, these measures could not avoid the failure of the vocationalized curricula. Vocationalization alone cannot solve problems of unemployment. In Africa, after independence, much hope was laid in the creation of primary schools in rural areas, it was only later found out that the acquisition of basic skills does not necessarily ensure higher agricultural productivity. Distance teaching systems as a solution to increased educational demands coupled with a scarcity of resources often fail because of inadequate planning. Though a period of recession is an unpropitious moment for international exchanges, initiatives should be taken to promote the exchange of students, teachers and researchers. A clear relationship between education and development does not exist in Zambia which is illustrated by the description of the educational reform in the mid-1970s in this country. An account is given of the effects of the military regime in Brazil on the educational system.
