Towards a cross-national model for cooperation in vocational education: implications for research and development
International cooperation in vocational education needs a sound base in order to avoid the risk of adopting inappropriate foreign structures and practices. Thus, the patterns of socio-cultural subsystems must be taken into account. Focusing attention on the similarities of countries, two operational frameworks are developed to facilitate steps towards a cross-national model for cooperation in vocational education: 1) human ecology as a frame of reference can provide a useful orientation scheme for future activities, drawing attention to environmental conditions of work and training, 2) indispensible components of a quality system concern the acquisition of non-job-specific skills needed to cope in the work environment, the integration of general and vocational education, the acquirement of basic skills, the sequencing of curricula for lifelong vocational learning, the formation of compound systems for in-school and out-of-school learning resources. Illustrated with examples mainly from the USA, a life-span approach to vocational development is further differentiated by life-space aspects of learning in different learning environments
